9. Cost and funding of the expected actions within the
Special Plan
The total cost of the works included in the expected actions provided
within the Special Plan amounts to the sum of 10,724,000.00 euros.
Given the virtual impossibility of reaching funding agreements
binding with public finance bodies in advance, a search for pos-
sible sources of financing has been started.
Basically, the public financing means are those constituted by:
• European Unions, through ERDF funding.
• Central Administration, with its different Ministries and
Delegations (Finance, Development, European Funds and Ter-
ritorial Financing, Culture… )
• Junta de Andalucía, with its Departments of Culture, Public
Works and Transport, Regional Development, etc.
• Provincial Council of Seville, through its Provincial Plans for
Works and Services.
This is about indicating the working line to obtain the funding as
reaching agreements requires both technical and political work, to
be developed by the Municipality. Also, in the annual budgets of
the Patronato del Real Alcázar and the Council House, there are
suitable consignments for the implementation of those activities
that require immediate execution, especially the research activi-
ties. The budgets of the future annuities, should consignments
that enable the actions of the Special Plan in accordance with the
Action Plan, which foresees three phases:
• Phase 1: Period between the years 2011-2014.
Includes the implementation of actions No. 2, 6 and 7, with a total
cost of € 4,400,000.
• Phase 2: Period between the years 2015-2018.
Includes the implementation of actions No. 1, 4, 5, 8 and 10, with a
total cost of € 4,061,000.
• Phase 3: Period between the years 2019-2022.
Includes the implementation of actions No. 3, 9, 11 and 12, with a
total cost of € 3,589,000.
10. Plan for visual or perceptual decontamination of the
sector 6 “Real Alcázar”
On March 21st 2014 the Supplementary Document, in which the
said Decontamination Plan is included, is provisionally approved
for the second time, and sent to the Ministry of Culture for its re-
port and final approval of the Special Plan.
The current Law of Andalusian Historical Heritage. Act 14/2007
of November 26th, is a pioneer in addressing the subject of visual
pollution; thus in the preamble, the point II states:
“The protection of Historical Heritage also includes its de-
fence against what has been called “perceptual or visual pol-
